Toledo Police Call Box Numbers and Locations

The Toledo Police call box system was installed in 1908.  Below is a partial list of locations of some of the call boxes.  These locations were taken from a "Patrolman's Guide for Police Precinct No. 1."   The title page states that the system was installed May 1, 1908, revised December 1, 1914, and redistricted January 1, 1922.  It was further updated in 1940, with handwritten entries.
Additional information was obtained from a book containing boxes in both Precincts 1 and 2," which was revised in June of 1957, with handwritten entries.   (* indicates the 1957 revisions)   Many boxes were relocated, therefore it may appear as there are duplicate entries of both numbers and locations.  There are three entires at the end of the list of "TEL", this indicates there was a call box at this location, however the number is not given.   The call box system in Toledo ended in the early 1980's when the boxes were removed from the streets and sold to the public.   The boxes were sold to the public for $45.00 each; a few years later the pedestals were sold for $10.00 each.  This page will be update as additional numbers and locations are located.

The officers had a number of rules to follow having to do with the use of the call box:

Rule 1.  The officer in charge of a precinct may change the reporting time of any or all of the districts in his precinct, if in his judgment increased efficiency or service require it. He will instruct the patrolmen on such districts before leaving the Station House; and also instruct the operators.

Rule 2.  On leaving the Station, Patrolmen shall go immediately by the shortest route to their respective districts, and will report from the first box as soon as he arrives, notifying the operator that he is on duty in his district; unless it is within fifteen minutes of his regular time of reporting. He will then report on his regular time thereafter.

Patrolmen when reporting, must at all times give their name and district number distincly, to the operator, and they must be certain that they receive the operator's O.K. before hanging up the receiver.

Rule 3.  When leaving the district to go off duty, the patrolman will report to the operator that he is leaving his district. When patrolmen are called off their districts and assigned to other duties, they will report to the operator that they are leaving their districts, and, on arriving at the scene of the new detail, they will also report to the operator the nature of the new detail.

Rule 4.  The calls and reports are clearly indicated on the inside of all Police Alarm Boxes. The following and reports can be sent in from police boxes:   Fast Wagon, Slow Wagon, Ambulance, Report Dials, 1-2 & 3 and Fire Alarm.   The call is transmitted by placing the indicator on the call or dial desired and pulling the lever. Patrolmen must exercise due care in placing the indicator, so as to be sure of the proper transmission of the required call.   Patrolmen must report on dial assigned to their district. Patrolmen may report from any box on their district unless otherwise instructed by a superior officer.  Superior officers may restrict patrolmen to pulling of certain boxes on their districts if in their judgment increased service requires it; in such cases the police operators must be informed.

Rule 5.    When reporting from Engine Houses, patrolmen will pull the blue box labeled PATROLMANS'REPORT BOX, and will then report over the telephone to the police operator.

Rule 6.    Patrolmen must give particular attention to the following instructions:  they must not repeat or double back on a box unless police duty, or instructions from a superior officer require it.  Patolmen will be allowed five minutes before and five minutes after the indicated time for reporting, but in every case where more time is taken an early or late call will be computed from the indicated time reporting.   In all cases no matter from what cause, patrolmen who are early, late, repeat, double back, or miss their box, must send a written report to the Inspector of Police setting forth their reason for so doing.   Failure to send such report will be considered neglect of duty.

Rule 7.    Patrolmen must not send in a Fire Alarm over a police box where a fire alarm box is on the same pedestal or corner.

Rule 8.    Patrolmen must not send in a fast wagon call unless in case of a real emergency.

Rule 9.    Discharge of police duty will, at all times be considered a just cause for failure to report on time, or, for repeating, doubling, or missing a box.  Patrolmen must closely observe all Police signal lights, bells and horns and immediately communicate with the police operator on observing any signal.

Rule 10.    When patrolmen are assigned to two or more districts, to cover as one, their time of reporting will be the time of the district of the lowest numeral.

Rule 11.    When patrolmen find police boxes out of commission they must report the same to the operator as soon as possible, and they must make a written report to the chief operator.

Rule 12.    Patrolmen will allow no one to use their keys, or phone from any one of the police boxes; except someone connected with the Department, unless in stringent cases.

Rule 13.    Sergeants will pull all boxes on Dial No. 3.

Rule 14.    It shall be the duty of the sergeants, when detailing patrolmen to special duty, to instruct them as to the time they shall report and, if they are to use private phones or patrol boxes.  The sergeants shall also notify the operator as to the time, and whether or not the Patrolmen are to use a private telephone or a patrol box.

Rule 15.    Patrolmen must pay special attention, and conform to the letter of this rule.  When detailed to any duty, other than patroling, they must make a written report to the Inspector of Police, stating the nature the detail, and the time of the starting and finishing same, together with the boxes that they might miss, repeat from, or double on.  In all cases, Patrolmen must make a written report to the Inspector of Police, when they use a private phone in reporting to the operator.
